Perceptive Software chief technology officer Darren Knipp addressed a 12-member Montana Legislative Committee earlier today on the campus of Flathead Valley Community College in Kalispell on enterprise content management (ECM) as a solution to help Montana state government agencies become more efficient.
Knipp briefed The Select Committee on Efficiency in Government, commissioned by the 2011 Montana Legislature to identify and implement efficiencies in state government programs and processes. The committee is charged with discussing and adopting a work plan that outlines how it will implement efficiency and effectiveness in four public policy areas: priority budgeting; health care, including Medicaid; technology; and natural resources.
“Our goal going in was to listen and learn from the committee about specific inefficiencies they are facing, and to introduce ECM solutions as a way for the state of Montana to address those areas,” said Knipp.
Now more than ever, state governments face increasing pressure to modernize agency operations while continuing to provide constituent services, answer regulatory agencies and support the legislature, adding complexity to ongoing business routines. Knipp explained how ECM solutions provide integration with business systems in all areas including department of motor vehicles, human services, boards of professional licensing, public safety and law enforcement, courts, state records management and other citizen-facing and back office departments across state and local agencies, enabling government employees to instantly retrieve, share, and collaborate on the content they need to do their jobs well.
“We understand tightening budgets and cuts in funding mean doing more with less for state governments,” said Knipp. “The most important message that I wanted share with the committee was that ECM technology helps automate government workflow processes that drive efficiencies and increase customer satisfaction. So the time, productivity and financial costs associated with manual processes can be redirected to the more essential task of serving citizens.”
