Johannesburg, Gauteng, South Africa, 2010/11/24 - The Supreme Audit Institution (SAI) of South Africa, was presented with the esteemed award by Dr Josef Moser – General Secretariat for INTOSAI (International Organisation for Supreme Audit Institutions).

The Supreme Audit Institution (SAI) of South Africa, represented by the Auditor-General Terence Nombembe, was presented with the esteemed award by Dr Josef Moser – General Secretariat for INTOSAI (International Organisation for Supreme Audit Institutions). This acclaim is granted for outstanding accomplishments and contributions made by any SAI to INTOSAI in the three years preceding the INCOSAI congress and this is the first time that a SAI from the African Region has achieved this.
Award recipients are awarded for their exceptional implementation of the goals of INTOSAI and within their regional working groups. The award was named after Mr. Jörg Kandutsch, who was a former Secretary General of INTOSAI and President of the Austrian Court of Audit. It was he who laid the foundations of the international recognition of INTOSAI acknowledged by the UN. He also encouraged co-operation between INTOSAI and the Economic and Social Council of the UN.
The award has been presented since 1983 to INTOSAI members having achieved outstanding results within the INTOSAI community. Previous recipients include Morocco, Spain, Saudi-Arabia, Hungary, Mexico, India, and Canada. Their special merits lie in setting up new structures for audit activities and in the development and application of new audit techniques. The SAIs of these countries achieved remarkable results in respect of the introduction of new audit and financial control systems of public revenues and expenditures. In addition, these SAIs gave significant contributions by providing technical assistance to developing and emerging SAIs of the INTOSAI community.
‘I am very pleased to have the opportunity, during the opening ceremony of this, the twentieth INCOSAI congress, to present the Jörg Kandutsch Award to the SAI which deserves special recognition for its achievements in the last three years in respect of their involvement within INTOSAI and the adoption of the INTOSAI principles. This SAI was selected by taking into account these criteria’ said Dr Josef Moser – General Secretariat for INTOSAI and President of the Austrian Court of Audit.
‘It was not an easy task to decide which INTOSAI member should be presented with the award since all of the SAIs of the countries nominated had achieved outstanding results. Following intensive discussions, it was agreed to present the Jörg Kandutsch Award for this year to a SAI who contributes in numerous ways with its participation within its regional group. It plays an active role in the Governing Board, and also in the major committees and working groups of INTOSAI. It has also engaged in strategic matters such as the development of the International Standards of Supreme Audit Institutions (ISSAIs) and indeed within the INTOSAI Strategic Plan for 2005-2010. The Committee chose to honour the SAI which is also the chair of the Congress Theme I (The Value and Benefits of SAIs) – the SAI of South Africa.’

This award gives us at the AGSA a great sense of achievement and is a welcome recognition of our continued efforts to make a positive change in the lives of our citizens, fulfilling our mandate and in particular our involvement in international cooperation’, said Nombembe after receiving the award. ‘Accountability is an indispensible part of a democracy, and it is our promise to our people to help strengthen democracy by being part of the many INTOSAI and AFROSAI activities contributing towards sharing knowledge and experiences globally.’
Coupling this honour, Nombembe was later inaugurated as the new Chairperson of INTOSAI, the second largest organisation in the world, after the United Nations, with 189 member countries and 4 associates. Nombembe will hold this position for the next three years.
INCOSAI (incosai.co.za) is hosted every three years. The 20th Congress (XX INCOSAI 2010) will be held from 22 – 27 November in Sandton, South Africa.
