Even then this type of person is likely to deny wrong doing at first, but once they see enough of our users submitting reports, they will eventually be forced to take responsibility for their actions and hopefully then change for the better.

In the report users identify a person like in a police report or credit report, so that other users can be sure who the person is, and users then describe events and opinions that motivated them to submit the report.
