“2007 Asia - Telecoms, Mobile and Broadband in Taiwan” reports that high level government promotion and support for the technology coupled with a robust local WiMax equipment industry saw the country award Broadband Wireless Access (BWA) 2.5GHz licences in June 2007. Commercial WiMAX service are set to be launched in 2008 and total certified WiMAX users in Taiwan are forecast to reach 782,000 by the end of 2011.
The study says Taiwan’s capital, Taipei, is already one of the most wireless-connected cities in the world, thanks to a government initiative, M-Taiwan, which is keen to turn Taiwan into a wireless broadband island. The programme, which was instituted in 2005, also aims to strengthen ICT infrastructure and create an atmosphere which will aid in speeding up the development, manufacturing and marketing of WiMAX technology.
WiMAX is not going to get an easy ride though. It’s predicted that the technology will struggle initially in competition with DSL. The island has a high broadband penetration reaching about 67% early this year, partly due to the fact that it’s available economically. Mobile penetration in Taiwan stood at 97% in the first quarter of 2007 as well.
Analysts predict that WiMAX will not become a large-scale technology in the medium term due to market status, competing technologies, lack of devices and delays in network deployment. But the technology will soon take off with the first connections expected to be fixed WiMAX (based on the IEEE 806.16d standard), and forecasts have been made that the market would soon be dominated by the mobile WiMAX standard (802.16e).
The government has tried to make the market more accessible to new operators and WiMAX poses a big threat to incumbent Chunghwa Telecoms, which dominates the local broadband market but was not awarded a WiMAX licence by the regulator. The study predicts that it will see most competition from WiMAX in niche market segments initially, and later, as Wi MAX catches on, in the mainstream market as well.
