• Thales chosen as strategic partner to upgrade and future-proof Mongolia’s air navigation infrastructure.
• Deployment of a next-generation dual Area Control Center (ACC) architecture in Sainshand to enhance resilience, capacity and cybersecurity, as well as modernisation of Ulaanbaatar’s ACC.

This programme will support the deployment of a next-generation dual Area Control Center (ACC) architecture in Mongolia. Under this contract, Thales will deliver the advanced air traffic control automation systems for both centers modernising the existing ACC in Ulaanbaatar and equipping the new ACC to be established in Sainshand.

Through the provision of these state-of-the-art ATC systems, the project will significantly enhance:

• Operational resilience and system redundancy
• Airspace capacity and operational performance
• Cybersecurity of critical infrastructure
• Long-term sustainability through structured skills development.

This agreement builds on the strong political momentum between France and Mongolia, highlighted last year by the 60th anniversary of the establishment of diplomatic relations, reflecting the deepening bilateral cooperation between the two nations and the coordinated involvement of key French institutional, financial and academic in support of Mongolia’s strategic ambitions.

Beyond the deployment of advanced technology, this programme places strong emphasis on human capital development. ENAC (Ecole Nationale de l'Aviation Civile) will support the strengthening of local capabilities, with instructors deployed in Ulaanbaatar and Mongolian professionals receiving advanced training in Toulouse (France). Additionally, as cyber threats continue to rise globally - particularly across critical aviation infrastructure - the programme includes a dedicated suite of cybersecurity services, training and advisory support to strengthen Mongolia’s long-term cyber resilience and operational readiness.

This project is backed by a flexible financing solution established between Bpi France and the Trade and Development Bank of Mongolia - TDBM, reflecting the long-term strategic vision underpinning this cooperation. By consolidating both ACCs under an advanced and unified technological framework, Mongolia is taking a decisive step toward a more resilient, secure and future-ready air navigation system. This agreement represents a major milestone for Mongolia’s aviation sector and stands as a strong example of strategic international cooperation delivering tangible and lasting impact.
