Turner Construction Company (turnerconstruction.com), in partnership with The Metropolitan Washington Airports Authority (mwaa.com) and PGAL (pgal.com), celebrated the topping out of the Tier-2 Concourse East at Washington Dulles International Airport (IAD) (flyDulles.com), marking the end of vertical construction for the project.
The 449,930-square-foot concourse is a transformative addition to IAD’s infrastructure, replacing outdated ground-level boarding areas with a modern, 14-gate facility designed to support regional flight operations and improve the passenger experience. The structure is built directly atop the active AeroTrain station, a complex feat requiring uninterrupted operations of the airport’s automated people mover system throughout construction.
“This would not be possible without each and every one of you and your hard work,” said Derek Brown, Vice President and Construction Executive, Turner Construction Company. “Even in the hot, cold, the rain, you guys are here every day, and we really appreciate that. Millions of passengers will pass through here safely thanks to your work.”
Tier-2 Concourse East will feature a variety of passenger-focused amenities, including ADA-compliant restrooms, new elevators and escalators for seamless vertical movement, as well as expanded shops, restaurants, and airline lounges. The design also incorporates improved aircraft servicing areas and sustainability-driven infrastructure.
Throughout construction, Turner has maintained full airport functionality, minimizing disruptions while delivering on a highly coordinated, technically demanding scope of work.
“You guys are doing a fantastic job,” said Richard Golinowski, Airport Manager, Dulles International Airport. “What you guys are doing here is going to increase our capacity to incredible numbers, and because you are doing it safely and because you are doing it efficiently you guys, the men and women are going home with ten toes and ten fingers every single day. I can’t emphasize how important that is, and the teamwork you guys have amongst each other and between us and the Turner team has been phenomenal. I can’t wait for this to be finished next September, and I can’t wait for Phase 2 to start.”
Completion of the concourse is expected in September 2026.
