Under a 20-year lease and operation agreement, consortium partners Pomerleau, Veolia and Ehvert, will design, construct and operate a new data center for Hydro-Québec, one of the world's largest hydroelectric producers. With an advanced design leveraging free cooling technology, the facility is expected to achieve an industry-leading power usage efficiency rating.
Consortium partners Veolia, the global leader in optimized resource management, Pomerleau, Inc., a leading construction firm in Canada, and Ehvert Mission Critical, an engineering and construction firm specializing in data centers, recently secured a major Design, Build, Finance and Maintain (DBFM) contract for Hydro-Québec’s new data center outside of Montreal a future hotspot serving the utility’s critical operations as the main energy provider in Quebec.

A leader in renewable electricity generation, Hydro-Québec produces over 99 percent of its electricity from water a source of clean, renewable and reliable energy. Slated to be one of the most advanced data centers serving a sole organization in Canada, Hydro-Québec’s new facility will be certified Tier III by Uptime Institute, the global data center authority.

By implementing a state-of-the-art cooling system that uses outside air, the data center is projected to achieve an industry-leading power usage effectiveness (PUE) rating of 1.3 or lower a measure of exceptional data center energy efficiency.

“The data center represents a new standard in efficiency and availability,” said Ehvert Mission Critical President Vello Ehvert. “By developing complex engineering and energy models for the centralized data center, Hydro-Québec will achieve maximum operational efficiency, in addition to streamlined construction of the facility.”

Leveraging a scalable approach, Ehvert is designing the data center to augment its power capacity in stages from 1.6 to 4.5 megawatts (MW) over the course of the 20-year term. Once construction is completed by Pomerleau in 2016, Veolia will provide operations and maintenance (O&M) services for the data center under a 20-year lease and operation agreement, including technical data center operations, facility maintenance and property management, 24/7 physical security and ongoing energy management support.

Pomerleau’s Vice President Public Infrastructure Development Pierre-Luc Dumas said,“The data center is on the cutting edge of technology and we are pleased to bring it to fruition for Hydro-Québec through our partnership with Veolia and Ehvert. In addition, the project fits with our long-term plan of focusing on contracts involving alternative financing arrangements such as design-build-finance-operate, where we have developed strong expertise.”

“As the world's largest hydroelectric producer, Hydro-Québec is committed to sustainability and protecting the data of its over four million customer accounts,” said Philippe Blain, vice president, East Canada for Veolia North America's Municipal and Commercial Business. “We’re proud to be in a consortium with reputed partners to operate Hydro-Québec’s state-of-the-art data center built for the highest standards of security, reliability and redundancy.”
