The new plant with 10 units of 660 MW each will be established in Gaddani near Karachi. Lahmeyer International GmbH will develop the master plan for the entire park arrangement in cooperation with the consulting company NESPAK from Pakistan and Royal Haskoning DHV, a British maritime consultant. The client is the recently founded Pakistan Power Park Management Company Ltd (PPPMCL). The organisation is headed by the Secretary of Economic Affairs Division in the Ministry of Water & Power.
The new power park is based on imported hard coal, and will be developed within the framework of a challenging fast-track programme. The objective of PPPMCL is to be ready for commercial operation by 2018. The PPPMCL is responsible for providing the infrastructure for the project on schedule. This com-prises, among others, a levelled site, a port with jetty and coal handling system, coal distribution system, cooling water intake and pump houses, water discharge channels, space for coal storage, and an ash disposal. A housing area with hospital, schools, shopping area, housing colony, mosque as well as power and water supply for common facilities for staff and associated families are also included.
Lahmeyer (lahmeyer.de) will prepare detailed studies on coal supply and ash disposal. A financial plan, a process selec-tion, and a decision on site elevation also belong to the tasks of the Lahmeyer experts. Moreover, they will finalise the master plan by using 3-D modelling techniques, see figure for a 2 x 660 MW twin unit, and participate in the preparation of tender documents as well as in the tendering process for the common systems and eight power plant units.
Eight of ten power plant units will be financed, built, and operated by independent power producers. Pakistan utility GENCO will build and operate two power plant units. Several international companies have signed MoUs for further eight units. In addition, they have shown interest in building a jetty for coal supply and the transmission lines for evacuation of power to the national grid.
