Prosumis Carbon Solutions says that China’s domestic emission trading policies are gathering pace as the EU’s flagship climate policy looks increasingly fragile. Recently China has developed seven new pilot emissions trading schemes which are putting even more stress on the EU Emission Trading System (EU ETS) to fix its own scheme.
“It seems China is looking forward to move away from traditional command and control measures in favor of more innovative and current carbon trading market based mechanism to tackle environmental concerns,” says Mr. Cohen Felix, Chief Environmental Analyst of Prosumis Carbon Solutions. “Obviously EU has a wealth of experience in pricing carbon and EU ETS is the largest carbon trading scheme in the world but China is not only looking to the EU, they are rightly learning from other countries and regions including Australia, New Zealand and California. So there is a huge possibility that Chinese emission trading scheme can be the next worldwide accepted scheme.”
China has also objected about the flights between China and Europe while developing its own carbon trading scheme. Chinese environmental society claimed that those are being included in the EU ETS. Now it is thinking of including flights from the major cities within the newly proposed emissions trading pilots and thereby removing those flight routes from the EU ETS.
China has already announced pilot projects to be launched in five municipalities: Beijing, Chongqing, Shanghai, Shenzhen and Tainjin - and two provinces - Guangdong and Hubei from 2013. These pilot projects will pave the way for a national trading scheme (ETS) to be implemented in 2016. Apparently China’s emission trading pilot is going to rise as the most updated and cost effective scheme.
