Washington, DC, United States, 2012/05/18 - Uproar came from many conservatives after President Obama released a slide show early May on his website, barackobama.com. It highlights a fictional woman named Julia and how Obama, through various welfare programs, helps Julia throughout her life.

For example, at age 3 in Obama's slide show,“Under President Obama: Julia is enrolled in a Head Start program to help get her ready for school. Because of steps President Obama has taken to improve programs like this one, Julia joins thousands of students across the country who will start kindergarten ready to learn and succeed.”
The Heritage Foundation immediately responded the next day with,“A Better Life for Julia” showing how Julia's quality of life would be improved with conservative reforms. “Julia will be a happy three year old unburdened by the federal government. She will not be $50,000 in debt the day she is born, and her parents will have access to private preschool providers of choice.”
“Heritage did a great job. But there's a piece here that people are missing. In order to qualify for a Head Start program, Julia's mother has to be making less than $15,000 a year,” says Star Parker, President of the Center for Urban Renewal and Education (CURE). “My 'Life of a Black Julia' is a clarion call about the welfare state. It's a response to Barack Obama's account about a fictional middle-class woman named 'Julia' who his campaign team said could only survive economically because of lifetime government handouts.”
