The budget will hopefully meet most the demands made by industry bodies and corporate right from removing tax anomalies, incentivising industry for growth, to boosting investment and many more. All serious policy measures will apparently seep into this Union Budget as the UPA government will refrain from any tough measures next year, since it will go for polls. So whatever, reforms and policy changes which needs to be taken are most likely to happen this year itself. However, the results of recent State elections will have a bearing on this Union Budget.
The key point is, the year will be first of the “Twelfth Five Year Plan” which begins from 1 April 2012 running through 31 March 2017. The plan envisages spend of US$1 trillion on infrastructure, twice the amount set in the previous Plan. It would be interesting to know how the Budget would incorporate this proposition before the Plan is finalised. Needless to say the Planning Commission has a major say in the budgetary allocation for various sectors along with Finance Commission. The outlay for the Central Plan will be an indication of what would come through, in terms of policy and focus areas and above all the money to be spend on infrastructure development.
In case of DTC, the proposals have been debated for long now and it is the appropriate time for the UPA government for its introduction the bill year. Similarly, the case of GST is little weak as some major states have still to fall in line with the acceptance of GST. The expectation of change in income tax slabs and rate, the most populous demand in any Budget may see some change, if the Finance Minister is considerate on the fact that inflation has corroded the rupee value.
