The Moscow City Government has written an official letter, confirming their support for the Diesel Emissions Conference Russia & CIS 2012.

Mr. Anton Kulbachevskiy, Head of the Moscow Department of Natural Resources and Environmental Protection, has emphasized the importance and significance of the Diesel Emissions Conference Russia & CIS 2012.

"On behalf of the Moscow Department of Natural Resources and Environmental Protection I would like to welcome you to the "Diesel Emissions Conference Russia & CIS 2012."

First of all, I would like to emphasize the importance and significance of this event which brings together prominent scientists, public authorities, the leading Russian and foreign research organizations, truck manufacturers and senior representatives of oil companies.

Today, Russia faces the challenge of increasing the efficiency and competitiveness of its domestic economy.

In order to achieve these goals, the Russian authorities have set up stringent requirements to regularly upgrade industries in the areas of production, business, education and other basic social and economic institutions. The plans of the Russian government are a large‐scale modernization of key industry sectors in Russia, including the automotive industry, oil and gas industry and the social sphere, which would provide better standards of living and economic efficiency.

However, we should not forget that environmental safety, improving citizens’ living standards and upgrading are closely related concepts. Thus, our task is to provide conditions for creating a "green industry", "green cities" and a "green growth" economy as an end result. The development and use of advanced environmental technologies make this possible.

One of the key problems in Russian cities is clean air.

In response to this problem, this conference addresses such vital issues as the reduction of diesel vehicle emissions in Russia and new opportunities arising from the adoption of Euro‐IV diesel emissions legislation. The provision of the Euro 4 legislation and best available technologies are extremely timely and relevant.

The Moscow Government has a long history of addressing and dealing with the issue of clean air and has taken many steps to improve the situation, in particular the Moscow legislation to ban the entry of heavy trucks with engines that do not meet environmental requirements of Euro‐II into the city center. Over the next five years, all city‐owned trucks will be transferred to the standard Euro‐IV.
The Moscow City Government supports the initiative to hold such conferences that provide you with ideas on developing comprehensive, efficient and effective business and government management decisions, which is very important for regional development".
