Recently Singapore's official investment arm, Temasek, made headlines by confirming that it would invest $1 billion in the China Construction Bank when the latter lists in Hong Kong later this year. Bank of America had agreed to pay $3 billion for a 9.1 percent stake in China Construction with the option to buy more down the road. Sandwiched between those two announcements, the Shanghai-based Bank of Communications raised $1.9 billion in a watershed initial public offering in Hong Kong.
