Although triple-play offerings are in an infancy stage in this region, vendors making an early entry into this market can capitalize on its strengths and garner a major presence in the market.

New analysis from Frost & Sullivan (testandmeasurement.frost.com), Triple-play and Next-generation Services Testing and Monitoring Equipment Market in Russia and CIS Countries, finds that the market earned revenues of $41.8 million in 2009 and estimates this to reach $ 115.3 million in 2014. The markets covered in this research are primarily concerned with infrastructure and services testing.

"Currently, Russia does not have tier 1 Internet protocol television (IPTV) operators, causing it to lag behind other emerging regions, such as Asia Pacific and Latin America," says Frost & Sullivan Industry Analyst Olga Yashkova. "Despite the slow pace, deployments in Russia are taking place with larger exports expected to commence after 2013."

The economic and financial crisis adversely affected the test and measurement market in Russia and CIS countries. Sales for regional vendors plummeted in 2008 and 2009, due to tightened consumer budgets and prolonged decision-making cycles by service providers (SPs). Not only did this affect the overall economy, but also left the industry in a state of immaturity, by crippling market growth.

Several companies have optimized the deficiencies of the market, by competing on price allocations. This has resulted in the tendency to acquire lower-cost testing tools among SPs. The situation, however, may be changing, as an increased number of IPTV deployments require tools that are more sophisticated.

The Russian rural and underdeveloped areas offer tremendous opportunities for new entrants, especially due to fierce competition faced in major cities. Test equipment vendors should look to operate with a different set of economic parameters in order to serve this market in a profitable - yet affordable - manner.
