Sales for regional vendors plummeted in 2008 and 2009, due to tightened consumer budgets and prolonged decision-making cycles by service providers (SPs). Not only did this affect the overall economy, but also left the industry in a state of immaturity, by crippling market growth.
Several companies have optimized the deficiencies of the market, by competing on price allocations. This has resulted in the tendency to acquire lower-cost testing tools among SPs. The situation, however, may be changing, as an increased number of IPTV deployments require tools that are more sophisticated.
The Russian rural and underdeveloped areas offer tremendous opportunities for new entrants, especially due to fierce competition faced in major cities. Test equipment vendors should look to operate with a different set of economic parameters in order to serve this market in a profitable - yet affordable - manner.
