“2007 Asia - Telecoms, Mobile and Broadband in Central Asia” finds that Kyrgyzstan, despite being one of the least developed countries in the region, has pursued a development policy which has seen it become the first Central Asian Republic to join the WTO.
Authors of the report say that the country faces many key obstacles in expanding telecom operations; there’s a high incidence of poverty, and the legal and regulatory framework is still in fledgling stages. However, the country has achieved much in terms of modernising the telecom network and geographical conditions and infrastructure. The best news, they say, is that the telecom market has been opened to both foreign and domestic investors and an independent regulator has been established to oversee the sector.
The study says that full liberalisation of the market was set for end-2006. As a result, the sector has been attracting high levels of foreign investment interest as well as substantial technical expertise and financial assistance. Market reforms went underway in 1991, and the national operator Kyrgyztelecom has been involved in both expanding its reach and upgrading its old-fashioned network. It is also improving distribution channels. The Kyrgyz government has already approved a proposal to put 77.8% of Kyrgyztelecom up for sale and a second GSM network was launched in April 2006.
