However, broadband services will suffer a setback if services continue to cost high in some of the countries, and if Internet service providers (ISPs) levy extra charges in certain areas.

"Most subscribers are still undecided about acquiring broadband services, deterred not only by the high costs in some countries but also by the costs that different services aligned – voice and video - represent for them," observes Sciarrotta. "As for the new technologies and services, lack of regulations prevents their total deployment."

Cheaper and more personalized applications will enable operators to increase the number of business and residential subscribers. In this scenario, Triple play services can also become a potential option for increasing the broadband penetration in a region.

"To overcome the challenges faced by broadband penetration, it is crucial for operators and ISPs to forge alliances and make acquisitions so that they can present all three services namely voice, video, and data," suggests Andrés Sciarrotta. "Making such complete offers will allow them to be more competitive and gain more subscribers," he concludes.
