MVNO Global initiative has released its efforts to receive support from EU Information society and Media directorate. “MVNO Global” initiative has sent an open letter to Viviane Reding, EU Information Society and Media Commissioner, in order to introduce about efforts to create Pan Europe alternative mobile operator and evaluate potential support opportunities.
“MVNO Global” strategy to be developed in EU’s “Lisbon Strategy” framework which strives to turn the EU into the world's most dynamic and competitive economy till 2010, the letter said.
“The global footprint of “MVNO Global” venture should cover EU25 countries and beyond, performing unified and centralized service platform.
“MVNO Global” initiative supports Single European Information Space concept, offering affordable and secure high bandwidth communications, rich and diverse content and digital services.
Nevertheless “de jure” EU is single market, “de facto” EU’s mobile market is very defragmented with considerable roaming and global services (112 and invehicle emergency call service) implementation problems.
Examples how EU Information Society could benefit from “MVNO Global” technical platform and operations:
1. Implementing EU global mobile safety services using “MVNO Global” technical platform, like eSafety initiative for pan-European invehicle emergency call service. The cars could be equipped with GSM transmitters using SIM card with one of “MVNO Global” countries numbering range. In case of accident centralized data base would be automatically or manually contacted, despite country boarders and avoiding roaming and interoperability issues, since all call processing is inside one network. EU consumers could benefit from centralized Location Based System covering all “MVNO Global” different EU countries networks, allowing to effectively using cross boarder vehicle tracking services.
2. Implementing complete Trans EU 112 emergency solution, using one network benefits. It allows receiving emergency help effectively coordinating local and home support, avoiding language and countries differences.
3. Since “MVNO Global” customers in all EU countries operating as in “home” network, Roaming issues are not crucial. Customers are not bored and frustrated with network selection and voice and data tariffs expected, when traveling abroad.
4. All “MVNO Global” customers, irrespective of home network country, could use centralized mobile content services. EU eContentplus program, which focuses on stimulating the development of digital content and services in areas of public interest - geographic information, cultural, scientific and educational content, is one of way.
5. EU cross boarder operating SME’s support in international operations by implementing global enterprise voice and data services.”

A Mobile Virtual Network Operator (MVNO) is a company that does not own a licensed frequency spectrum, but resells wireless services under their own brand name, using the network of another mobile phone operator.
