Cal Safety Compliance Corporation (CSCC), a wholly owned subsidiary of Specialized Technology Resources (STR), was recently selected by the US Customs and Border Protection agency (CBP) to participate as an approved third-party validator in a one-year pilot project aimed at validating Tier 1 participants of the Customs-Trade Partnership Against Terrorism (C-TPAT) program in China. The pilot project is a direct result of the SAFE Port Act (P.L.109-347) enacted October 13, 2006, and it marks the first time in the history of the C-TPAT program that CBP is allowing third-parties to conduct validations. CSCC/STR joins 9 other companies to receive this honor.
“The approval from CBP to participate in this pilot project is tremendously important,” says Greg Gardner, Chief Executive Officer of CSCC. “It’s an acknowledgment that CSCC/STR is one of only a handful of companies that have the program understanding, resource capacity, integrity, and local access to conduct these validations.”
The impetus for the pilot project is to validate the supply chain security practices of the over 300 eligible C-TPAT participants in China that have been caught in Tier 1 status limbo and move them into Tiers 2 or 3, where they will finally be able access the benefits of participating in the program. CBP will be the ones to make the final Tier ranking determination, but the third party monitors will be the ones to provide the data that will allow CBP to make that determination. Tier 1 companies that are eligible to participate in the pilot project will be contacted by CBP before the end of July 2007.
“It has been a challenge for CBP to gain access to factories and warehouses in China, which has resulted in those 300 plus participants being in limbo,” says Nick Allen, Manager for Supply Chain Security at CSCC/STR. “For CBP, CSCC/STR is a proxy inspector since we have extensive operations and C-TPAT inspection experience in China.”
Since the start of the C-TPAT program in 2002, CSCC/STR has conducted over 5,000 C-TPAT inspections in factories, warehouses, and freight forwarding facilities, a majority of which have been in China.
