Post Katrina - "Governor Blanco issued an executive order that established a State Interoperability Executive Committee (SIEC). The SIEC is charged with improving the interoperability of communications by first responders in Louisiana. One of the accomplishments of the SIEC was to acquire mobile radio trailers and towers with a satellite connection to either establish a new radio site or bring back up an existing site to communicate with other State first responders in other areas.
