• The new system will be deployed during a 9 years timeframe and will cover the 751,728 square Km of the Italian airspace;
• 4-Flight programme will contribute to the improvement of air traffic operations, enhancing safety and efficiency of the over 1,800, 000 annual flights in Italy;
• The new system will be fully compatible with the European initiative SESAR.

Finmeccanica - Selex ES, as the lead industry of a EEIG (European Economic Interest Grouping) formed together with Vitrociset and other partners, has been awarded by ENAV, the Italian air navigation service provider, through European-wide public tendering procedure, a 205.9 million Euro framework contract for the development of 4-Flight programme, the new generation air traffic control system in Italy. The programme aims at designing and setting up the new system which will replace in nine years the existing one and will manage the 751,728 square kilometers of Italian airspace.

The 4-Flight programme will develop in two phases: a first 4 years phase, when new system capabilities will be deployed in the Italian air traffic support facilities and a second one that will further enhance the system with additional functionalities compliant with operational needs, new regulations and requirements set down by the European programme SESAR (Single European Sky ATM Research). SESAR will involve all the stakeholders of the air traffic world for the development of a European solution delivering the best safety and efficiency performances during the next 30 years.

Thanks to the integration of a state-of-the-art software in approximately 1,000 high-end computers connected through a nationwide high-speed communication network, the 4-Flight programme will increase the overall operational capability of the air traffic controllers to deliver improved safety, punctuality and environmental efficiency to more than 1,800, 000 flights every year in Italy.

Finmeccanica - Selex ES (finmeccanica.com) is a major international player in large scale complex projects for the provision of Air Traffic Management (ATM) systems in more than 150 countries giving air traffic controllers high technology solutions based on efficiency, safety and environmental sustainability. Finmeccanica - Selex ES has achieved an extensive experience in Italy where it is major partner of ENAV and the Italian Air Force (AMI Aeronautica Militare Italiana). The company is also member of SESAR and is one of the main industrial contributors to the development phase of this European initiative.

ENAV is a “Related Party” of Finmeccanica insofar as it is a company directly and wholly owned by the Ministry of Economy and Finance. Therefore Finmeccanica hereby informs that, in compliance with the provisions thereon contained in Consob Regulation n. 17221/2010, the transaction described to be “of lesser relevance” put in place by Finmeccanica through its affiliate Selex ES under the Temporary Grouping of Companies, is exempted from the application of the procedure, as provided for the case of Regular Transactions concluded on market-equivalent or standard terms under Art. 13, Para. 3, letter c) of the aforesaid Regulation and under Art. 11.2, letter c) of the Procedure for Related Parties Transactions approved by Finmeccanica’s Board of Directors. As already specified, the contract was adjudicated through a European-wide public tendering procedure.
