According to the survey, 72 percent of respondents expected that demand for construction would increase over the coming year and that they would not be able to recruit enough skilled workers to meet it. 68 percent felt that the existing workforce was not sufficiently skilled.

Recruitment difficulties were reported at all levels in the industry but the greatest problems were reported at both management and at craft/trade levels. When asked why they thought this problem had come about, the most common response was that they felt the construction industry was simply not attractive enough to potential recruits.

Nick Ryall runs a construction firm in Mexborough. “The survey just confirms what most people in the industry already suspected. As the supply of skilled workers dwindles, it’s clear that employers need to take more affirmative action. We have always taken the view that investing in staff is a key part of the business. Last year we took part in a South Yorkshire based training initiative called Come and Get It, funded by Objective One and the results have made a real improvement to the business.”

The survey confirmed that 91% of employers believed that the number of migrant workers had increased over the course of 2006 with the vast majority coming from Eastern Europe. However, it seems that the migrant workers are not plugging the gap where it is needed most with the majority being found at a labourer lever where recruitment is not such a problem.

Michael Brown CIOB deputy chief executive said, "A combination of small numbers leaving university and a buoyant global construction industry have both been factors in the skills shortages we now see. We believe that the recruitment of non-cognate graduates is fundamental to plugging the gap and growing the industry. If we also exploit young people's potential by giving them meaningful responsibility in their careers this would aid both retention and development. It is relatively easy to import migrant workers at craft or supervisory levels locally, from Eastern Europe, but considerably more difficult to recruit senior managers.”
