On behalf of the European Bank for Reconstruction and Development (EBRD), the Lahmeyer experts developed reliable simulation models for the electrical systems in the relevant countries. In this way, the calculated carbon emission factors will facilitate to derive the baseline scenario of future Clean Development Mechanism (CDM) or Joint Implementation (JI) project activities under the Kyoto Protocol’s second commitment period.

These factors can be used as the baseline or “business-as-usual” scenario for emission reduction potentials of planned CDM/JI projects. These projects serve to define the possible reduction of electricity consumption of end customers, the improvement in efficiency of electricity distribution of the grid, and also the integration of additional climate-friendly new electricity generation capacity to the grid.

Lahmeyer’s simulation models consider the future development of electricity demand as well as expansion plan studies for power plants taking into account technical and economic restrictions, such as “must run” operating modes. TÜV SÜD, an accredited inspection body, verified the simulation models and confirmed their conformity with the relevant UNFCCC (United Nations Framework Convention on Climate Change) methodology.

The EBRD was pleased with the final results of the carbon emission factors and thanked Lahmeyer International for the comprehensive work. The responsible national ministries for the implementation of CDM/JI emphasized that they will approve the calculated carbon emission factors as official baseline scenarios for future climate protection projects in Kazakhstan, Serbia and Bosnia and Herzegovina.
