This spring, Energetics Incorporated helped the National Institute of Standards and Technology (NIST) comply with a reauthorization of the America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Reauthorization Act of 2010 (America COMPETES Reauthorization Act) by creating the Communication and Tracking Technologies in Underground Mines and Collapsed Structures assessment.

Section 504 of the America COMPETES Reauthorization Act, which was passed in late 2010, directed NIST to undertake a study of emergency communication and tracking (CT) technologies for use in locating trapped individuals in confined spaces, including underground mines and other shielded environments such as high-rise buildings or collapsed structures, where conventional radio communication is limited. The Act required NIST to “perform a needs assessment to identify and evaluate the measurement, technical standards, and conformity assessment needs required to improve the operation and reliability of such emergency communication and tracking technologies.”

To assist NIST with the mandated assessment, Energetics (energetics.com) conducted a comprehensive evaluation of CT systems in underground coal mines. Information for the study was obtained from published literature, as well as discussions with representatives from the Mine Safety and Health Administration and the National Institute for Occupational Safety and Health. In addition, insights from different stakeholder communities (mine operators, equipment manufacturers, regulators, and labor organizations) were obtained through an Invitational Café on Underground Mine Communication Systems and Tracking Technologies, which was designed and facilitated by Energetics.

The study conducted by Energetics identified a number of standards and measurement issues related to underground mine systems, as well as regulatory and other issues that impede the timely development of advanced CT technology. The results of the study will become part of a report to Congress on this topic, which will be issued by NIST in the near future.
