Communication Service Providers (CSPs), facing already a very challenging issue, expect an increasing level of complexity in the laws regulating Data Retention (DR). They are also anticipating more requests from Law Enforcement Agencies (LEAs) and more telecommunication services to be regulated. To address these challenges, CSPs are looking for the most cost-effective way to comply with DR regulations by either adapting existing systems or by implementing a dedicated DR solution.
Frost & Sullivan has published a white paper entitled "Evaluating Strategic Options on How to Address Data Retention - The Growing Complexity and Challenges that Service Providers Face." The white paper outlines Frost & Sullivan's view on the current and future state of DR and provides recommendations on key success factors for addressing DR in a cost-effective manner.
"Frost & Sullivan has identified major trends that are shaping the market and that are the basis for a growing set of challenges that CSPs will face. The increasing complexity of DR regulations and rising data requests from LEAs demanding shorter response times are the main issues to consider," says Pablo Barreneche, Consultant in the Frost & Sullivan ICT Group. "Heterogeneity and higher volumes of data requested will increase costs - potentially impacting both CAPEX and OPEX."
To meet regulatory requirements on DR, CSPs should take concrete measures. They can either adapt existing systems or invest in a new, dedicated solution. Large CSPs have typically used a combination of both strategies. However, Frost & Sullivan believes, that outsourcing the function will be increasingly regarded as an opportunity as it can lead to the benefit of effective compliance, without having to struggle with investments into internal capabilities.
"There are four key success factors that any well-designed DR solution should account for,"notes Barreneche. "These are: first, data completeness and integrity; second, Data Security during retrieval, storage and provision activities; third, future proofing; and last, cost efficiency."
"Operators should adopt a holistic approach when designing their DR strategies. CSPs should not only consider an efficient and sophisticated solution, but also opt for the right set of professional skills to carry forward the whole deployment process," concludes Barreneche.
